Who we need…

This position is contingent upon contract award. The Program Manager (PM), Department of Energy – Office of State and Community Energy Programs (SCEP) will lead Management Solutions’ SCEP account, leading a team and directing a range of clean energy program management and technical support services across SCEP’s portfolio. The Program Manager also serves as the point of contact on all contractual matters.

The Program Manager shall have comprehensive contract/task order management experience at both the project management and supervisory levels on clean energy project management, contract management, and/or clean energy technical support services.

Additionally, the Program Manager should be familiar with and have experience managing federal agency-state partnerships, preferably within the clean energy sector, recommending and implementing solutions for SCEP and its state partners across its portfolio.

The Office of State and Community Energy Programs (SCEP) works with state, local, and Tribal governments, nonprofit organizations, schools, and community partners to provide technical assistance and invest in place-based clean energy projects that aim to catalyze local economic development and create jobs, reduce energy costs, and avoid pollution.

Building and maintaining trust and confidence from these key clients and stakeholders will be integral to future success and will necessitate monthly travel to the Washington, D.C. metro area. Candidates in the Washington, D.C., metro area will be given top priority and relocation is not available for this position.

The SCEP Program Manager will lead a team of 50+ FTEs providing a wide range of support services for SCEP, including:

  • Development and administration of funding opportunity announcements and merit reviews

  • Technical and engineering support services

  • Financial management support and financial mechanism advisory services

  • Project monitoring and project assessment support services for assistance programs

  • Data management services

  • Technology evaluation

  • Stakeholder engagement

  • Commercialization and deployment analysis and support

Qualifications:

  • Due to the nature of the government contract requirements and/or clearances requirements, U.S. citizenship is required.

  • Ability to obtain DOE site badge and eligibility to obtain a DOE security clearance, including ability to meet all MSLLC employment background check requirements.

  • This position is remote, with the expectation that candidates can work during Eastern Time Zone office hours. Residency in the United States is a mandatory requirement.

  • Monthly travel to the Washington, D.C. metro area is a requirement. Candidates in the Washington, D.C., metro area will be given top priority and relocation is not available for this position.

  • Master’s degree required with 8 years relevant experience in clean energy project management, contract administration, and or clean energy technical support services, or a bachelor’s degree with 12 total years of relevant experience.

  • PMP or previous federal project director certification preferred.

  • The position requires the person to have a comprehensive knowledge of clean energy project management contract/task order management and how it relates to the SCEP mission.

  • The ability to supervise, facilitate, and provide leadership to a diverse group of professional employees and assist with a wide variety of engineering, science, contract management, and technical development task areas.

  • The position requires experience with multi-project, high dollar value, Federal contracts/task orders and knowledge and experience with the Federal Government, preferably with SCEP programs, and related policies, applicable regulatory requirements, and programmatic objectives.

  • Familiarity with management and oversight of federal agency and state agreements and partnerships.

  • Demonstrated ability to anticipate and solve complex problems for DOE customers.

  • Ability to lead and manage geographically distributed staff and projects.

  • Experience managing $50M+ contracts with multiple layers of subcontractors ($100M is preferred).

  • Experience working with high-profile strategic partners.

  • Ability to work effectively with diverse clients, including both remote and in-person clients.

  • Commitment to MSLLCs core values and ability to represent the firm in interactions with DOE and industry partners.

  • Ability to monitor and analyze project performance and to provide senior leaders at MSLLC and at SCEP with reliable data and recommendations regarding project status, risks, and opportunities.

  • Demonstrated verbal and written communication and presentation skills.

  • Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks.
