Job Title: Budget Program Manager

Job Summary:

This position is in support of the Department of Homeland Security (DHS) Federally Funded Research and Development Program Centers (FFRDC). The FFRDC mission is to advance technical and analytic capabilities to help keep America safe.

Be instrumental in the planning, management, and execution of a Department of Homeland Security (DHS) PMO budget. Contribute to vital tasks such as Office Resource Allocation Planning and Office of Management and Budget Justifications. Thrive in a dynamic team environment where you'll excel both independently and collaboratively.

Responsibilities Include:

  • Tracking performance, funds execution reporting, and spending plan development

  • Assisting in Financial Transactions, Interagency Agreements, and Pre-award acquisition

  • Handling Miscellaneous Obligations

  • Utilizing financial and acquisition databases

  • Providing senior level budget and financial analysis support

  • Serving as budget POC for PMO issues, managing budget taskers

  • Assisting in contract funding identification and de-obligation

  • Supporting leadership in financial policy formulation and presentation creation

  • Delivering complex financial reports and status updates

  • Resolving budgetary and financial issues

  • Performing ad-hoc administrative duties

  • Possessing excellent written and oral communication skills

  • Managing multiple assignments independently

  • Facilitating meetings, capture action items, and analyze program data

  • Collaborating with budget team and leadership

  • Preparing project timelines and budget revisions

    Required Qualifications and Skills:

  • Bachelor's degree from an accredited college or university

  • Secret clearance

  • Sufficient technical knowledge to successfully assist the division with budget support

  • 10+ years of experience in budget formulation and execution

  • Extensive experience in fiscal execution, development, planning, and coordination of all activities related to the budget, finance, and acquisition

  • A strong background in government accounting and financial systems

  • Experience evaluating and assisting in preparing program spend plans and stakeholder reviews, and manages, reconciles, tracks, and reports on associated contract expenditures

    Work Setting and Environment:

  • Monday - Friday, normal working hours

  • Work is to be performed remotely

  • Must be able to report onsite in the DC area for meetings
