Architect of the Capitol Supervisory Facility Manager in Washington DC, District Of Columbia

Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Asst. Director, Facilities Management Division. The Supervisory Facility Manager for Capitol Police Buildings & Grounds (CPBG) provides assistance with space acquisition, contract administration, lease management, property management, operation and maintenance of multiple facilities occupied by the United States Capitol Police (USCP), which are located within the U.S. Capitol Complex. Responsibilities The Supervisory Facility Manager has significant authority in managing and overseeing the facility portfolio consists of the USCP Headquarters Building, Vehicle Maintenance Division & Hazardous Device Unit facility, Offsite Delivery Facility and warehouse, K-9 facility, Chemical/Explosive Storage facility, as well as facilities and equipment associated with perimeter security and lease facilities in support of USCP operations. Must be able to obtain and maintain a Top-Secret Clearance. Duties quoted below are at the GS-14 level. FACILITY MANAGEMENT OPERATIONS Provides leadership for implementing and managing the overall operations, maintenance, space planning and construction services for CPBG facilities. Implements effective facilities management processes and programs for owned and leased facilities, utilizing innovative and proactive strategies. Conducts analysis of data, including, but not limited to client impacts, funding constraints and program conflicts in efforts of identifying work requirements for the CPBG FM team. Oversees the facility management operations for the CPBG utilizing subordinate and contractor support groups. Contacts external industry professionals, organizations and trade groups for useful information that may affect and improve AOC/OSP initiatives. Implements meetings with USCP officials to discuss issues related to support services, facility issues, as well as short- and long-term planning of projects and maintenance initiatives. Recognizes long-range needs, problems and/or issues affecting the operational readiness of OSP facilities and takes action to mitigate such issues in order to maintain a high state of readiness in case of disasters affecting the national interest. SUPERVISORY RESPONSIBILITIES Performs administrative and technical supervisory functions for subordinates. Manages the execution of personnel actions, staffing and retention responsibilities. Develops performance standards. Addresses and resolves complaints and grievances from employees. Effects disciplinary measures such as warnings and reprimands and recommends other action in more serious cases. Reviews leave requests and approves or disapproves based on work priorities and other factors. Works with the FM team in developing annual Performance Accountability Reports (PAR) and submits to the ADFM for review and consolidation with ACF PAR information for a combined OSP FM submission. Serves as Contracting Officer Representative (COR) to ensure accurate and adequate oversight of contractor performance according to contract requirements. Attends required training to obtain and maintain certification as a Contracting Officer Technical Representative (COTR). Directs and provides technical oversight to contract administration activities for long-term, extensive technical service contracts, such as monitoring the status of contract performance and approval of progress payments, providing recommendations on contractor proposals resulting from change orders, scheduling, problems that have arisen and proposed solutions, verification of deliveries, and similar activities. Takes lead on redefining specific aspects of the O&M contract document for the purpose of improving contractor performance, negotiates these changes with the contractor for the appropriate increase/decrease of contract costs, ensures all contract modification requests are made in a timely manner so as not to delay execution of work, actions all activities needed to re-compete the O&M contract according to AOC requirements and following CO directives. Maintains a running tally of all expenditures under the contract to ensure accurate accounting of all allocated funding, ensures no unauthorized expenditures or anti-deficiency actions are taken against the contract. Reviews and approves contractor pay applications against budget tracking logs and adjusts contractor’s pay request accordingly. DELIVERY OF ADVISORY AND CONSULTATIVE SERVICES Provides a variety of management advisory and consultant services concerning facility management functions. Uses technical expertise in determining solutions to complex safety and health issues and problems that are a result of rapidly changing environmental conditions, such as making difficult technical decisions to add or change electric power equipment in order to meet load requirements. Creates and implements required program changes and briefs the Assistant Director on their implications. Studies and advises on long-range needs and critical problems for facilities programs and operations, such as analyzing damages created by natural disasters to assess needed repairs, construction, or rehabilitation projects. Develops an annual zero-based budget and justification for CPBG maintenance operations and facilities, provides budget estimates and justifications to the ADFM for submission as part of the overall OSP FM budget submission. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) Coordinating medium to long range facilities management projects from pre-conception through contracting, design, market analysis, sourcing mechanism, procurement and execution. Planning and executing substantial budgets and oversees contractors and contract management and administration. (2) Assessing conditions, current needs and future requirements for facilities, roads, grounds, infrastructure and historic assets. Researching and analyzing long-range needs and critical problems and develops plans for responsive programming to ensure the efficiency and effectiveness of all facility operations. (3) Serving as the expert and oversees all aspects of facility life cycle management, including maintenance, planning, design, construction, renovation and program management. (4) Exercising core competencies to include contract development and management; change management/integration, scope management, time/schedule, team management, cost management, quality management, risk management and communication management. To qualify at the GS-14 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) Performing administrative and technical supervision of subordinate staff in the performance of facility management and repair work to include staffing levels, performance management, training and development and organization and position management; (2) Managing and directing technical contract administration activities. Includes monitoring contractor activities through personal contact or review of performance data to ensure compliance with technical, financial and delivery requirements of the contract; and (3) Preparing, justifying, and administering a significant facilities management program budget for review by Executive level leadership. (4) Serving as a Contracting Officer's Technical Representative (COTR) or equivalent. Education In addition to meeting the specialized experience requirements for this position, applicants must possess the following: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
