Summary The Millenium Challenge Corporation is seeking an attorney-advisor with experience in labor, employment, personnel, or EEO matters. Among other responsibilities, the attorney advisor will provide proactive, strategic advice to management regarding matters related to MCC's new union, including providing advice on the negotiation of a new collective bargaining agreement. MCC uses a pay banded system to compensate employees. This position is pay band 3B which is generally equal to GS-14. Responsibilities Serves as an advisor and technical resource to MCC officials and employees by providing ongoing support and legal advisory services with respect to complex and difficult questions impacting MCC administrative programs and operations. Researches and prepares memoranda on legal issues related to the regulations and statutes applicable to MCC's foreign assistance mission. Provides a broad range of advice and representation concerning a broad range of labor and employment statutes, regulations, policies, and procedures. Represents the agency in proceedings before arbitrators, the Federal Labor Relations Authority (FLRA), Federal Mediation and Conciliation Service, Equal Employment Opportunity Commission, Merit Systems Protection Board, and various state and federal agencies. Assesses impact and precedent-setting implications of negotiations and pending disputes. Coordinates, develops, and prepares MCC's negotiating positions on collective bargaining Impact and Implementation issues. Provides advice and guidance on matters involving the FLRA including election procedures, union information requests, collective bargaining, ULPs, grievances, arbitrations, inquiries, and investigations. Researches and prepares written memoranda on labor and employment issues, including but not limited to administrative litigation matters, arbitrations, mediation, and applicable policies, regulations, and statutes. Assists MCC's Assistant General Counsel (Administration) and works collaboratively with other legal advisors on the OGC Administrative Law team and with colleagues in Office of General Counsel generally. Keeps the chain of command informed of appropriate actions, issues, and decisions concerning labor proceedings and issues. Recommends and formulates MCC's position regarding difficult and complex legal problems and issues that may be controversial or of significant public interest. Performs other duties as assigned. Requirements Conditions of Employment Qualifications To qualify for pay band 3B applicants must meet the following: Applicants must have had a minimum of seven (7) years of experience providing legal advisory services or litigation on federal labor and employment law labor and employment statutes, regulations, policies, and procedures. (This experience must have provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Note: This experience MUST be well documented within your resume or application). Highly Desirable: Experience providing legal advisory services on administrative programs and operations. You must provide evidence of active membership in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Education Additional Information RECRUITMENT/RELOCATION BONUS may be authorized for this position.
