Assistant Secretary for Public and Indian Housing Housing Capital Improvements Specialist in Washington, District Of Columbia

Summary This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Housing Capital Improvements Specialist, you will: Independently and or as a part of a team, perform complex program management regulatory, and associated functions associated with the development and management of all aspects of the Capital Fund. Develop and implement significant new program strategies; analyze key business and industry policy questions and contribute to significant agency decisions, policy recommendations and positions; represent the agency authoritatively to key government and business officials and organizations; plan and manage delivery of major, high priority products and services which are central to agency objectives. Serve as a Government Technical Monitor on contracts associated with the Capital Fund, develop and conduct basic training for HUD field staff, PHA staff, development partners and residents on programmatic matters; and provide advice and technical assistance. Utilize existing systems, including financial systems, such as HUD's Line of Credit Control System (LOCCS), to develop and implement comprehensive programs for monitoring program compliance. Technically assist in the development and implementation of strategies related to nontraditional public private financing of public housing improvements, which includes development of proposed policies, procedures and conduct of reviews of evidentiaries and related loan documents for bank, bond or other financing schemes. Requirements Conditions of Employment The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Providing advice and assistance to Headquarters and field staff on matters related to the implementation of the Capital Funds Programs; OR Contributing to the development of Capital Funds Programs related policies and procedures; AND Resolving programmatic problems and issues with Capital Fund Programs; AND Performing in-depth analyses of Capital Fund Program related issues and making recommendations to higher level management; OR Conducting training on technical matters related to Capital Funds Programs activities. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Providing advice and assistance to Headquarters and field staff on matters related to the implementation of the Capital Funds Programs; OR Contributing to the development of Capital Funds Programs related policies or procedures; AND Resolving programmatic problems and issues with Capital Fund Programs; OR Performing in-depth analyses of Capital Fund Program related issues and making recommendations to higher level management. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes: Providing advice and assistance to Headquarters and field staff on matters related to the Capital Funds Programs; OR Contributing to the application of Capital Funds Programs related policies or procedures; AND Performing in-depth analyses of Capital Fund Program related issues. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-9 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Education The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
