Job Summary:

Tuvli, an Akima company, is hiring for an International Carbon Markets and Climate Mitigation Specialist to support our DoS client located in Washington, DC.

Responsibilities

Job Responsibilities:

  • Participates in developing and implementing strategies, programs, policies, and positions related to international carbon markets.

  • Participates in meetings with interagency officials, representatives of other governments, and external stakeholders related to carbon markets and mitigation, including to ensure U.S. policies and priorities are fully reflected.

  • Explains to interested stakeholders U.S. international climate policy, including as related to climate ambition, international carbon markets and other mitigation opportunities.

  • Works with U.S. government officials to prepare positions for, and negotiate, issues related to carbon markets under the UNFCCC, ICAO’s CORSIA, and market-based measures in other UN and bilateral fora, as arise, in particular those measures that involve forests and REDD+.

  • Participates in meetings related to REDD+, forests, and landscapes where market-related matters are discussed, and support participants’ understanding of U.S. government views and positions on these matters in broader partnerships and fora.

  • Prepares documents and reports on a wide range of climate-related issues, including position papers, decision memoranda, diplomatic and Congressional correspondence, analyses, summaries, and assessments.

  • Drafts interventions, speeches, and materials related to international climate negotiations, and related domestic actions, including as related to the role of carbon markets, carbon pricing, and emissions trading.

  • Provides advice, guidance, talking points, analysis, and briefing papers to other negotiators and senior officials on issues related to international climate policy, including those related to carbon markets, carbon pricing, emissions trading, and mitigation.

  • Provides technical input to the sustainable landscapes team on issues related to carbon markets, transaction and tracking registries, data management systems, verification requirements, emerging carbon market requirements and/or norms, etc.

Climate Mitigation

  • Supports U.S. engagement in programs, global partnerships, and trust funds related to sustainable landscapes, climate finance, mitigation, and carbon markets, including support for U.S. representation on governance bodies and providing oversight and representational responsibility.

  • Supports development and implementation of U.S. government policy on international climate change and related issues, particularly with respect to sustainable landscapes, REDD+ and agriculture issues, nationally determined contributions, mid-century strategies, climate finance, and carbon markets.

  • Develops proposals for shaping international and bilateral programs to advance climate mitigation; help ensure that the use of funds advances U.S. policies and objectives.

  • Supports the Department’s development and implementation of climate-related foreign assistance programs, including support for monitoring and evaluation of grants to achieve results in areas such as sustainable landscapes, REDD+, climate-smart agriculture, and carbon markets.

  • Supports U.S. participation in UNFCCC negotiations and other relevant international fora to advance U.S. interests on climate change.

  • Determination of the content and application of policies and regulations is inherently governmental and must be performed by government employees.

Qualifications

Minimum Qualifications:

  • Master’s Degree (preferably in International Relations, Environmental Science, Environmental Policy, Public Policy, Economics, Business, Communications, or other relevant field).

  • Five (5) or more years of work experience in international development, climate change mitigation and/or adaptation, carbon markets, environmental policy, sustainable development, global affairs, project management, and/or public policy.

  • Experience with climate issues in fora such as the UNFCCC and ICAO.

  • History of supporting climate, carbon market, sustainable landscapes, or related programs and projects in a diverse set of countries.

  • Experience in supporting multi-disciplined teams, providing timely support to highlevel officials and/or top executives, and cooperating across organizational units and agencies.

  • Experience in collaborating with implementing partners to capture and interpret results to document successful outcomes.

  • Strong interpersonal and oral communication skills and the ability to write clearly and succinctly under time pressure in a wide range of formats.  

  • Ability to work under pressure with short deadlines.  

  • Strong organizational and teamwork skills and attention to detail.  

  • Ability to learn quickly the complex organizational structure of the Office of Global Change and its relationships with other State Department offices and federal agencies. 

  • Ability to solve problems working independently or with others.

  • Experience in qualitative and quantitative research methods.

  • Experience in successfully managing high-profile projects, programs, and initiatives, executing multiple tasks, and coordinating activities in multiple locations.

  • Ability to act decisively in daily work and work well in a multi-cultural team environment, including commitment to and comportment in line with principles of equal employment opportunity, diversity, equity, and inclusion.

  • Strong communication, interpersonal, and computer skills.

  • Ability to assess priorities and manage daily coordination of details with minimal supervision.

  • Ability to think strategically and practically to achieve organizational objectives.

  • Ability to secure a Secret level security clearance.

Posted Salary Range

$125000-$135000
