Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations (OCO), Capitol Grounds and Arboretum (CGA), Maintenance Division, Plumbing Branch. Serves as a Pipefitter Assistant Supervisor with emphasis on troubleshooting, repairing, and installing pipefitting system components in assigned Capitol Complex work sites that include extensive grounds and arboretum, monumental historic buildings with a complex infrastructure. Responsibilities This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations (OCO), Capitol Grounds and Arboretum (CGA), Maintenance Division, Plumbing Branch. The incumbent serves as a Pipefitter Assistant Supervisor with emphasis on troubleshooting, repairing, and installing pipefitting system components in assigned Capitol Complex work sites that include extensive grounds and arboretum, monumental historic buildings with a complex infrastructure. The position is considered essential and is required to report during emergencies including, but not limited to, weather, special events and first amendment activities. Tour of Duty: Monday through Friday, (6:00 AM - 2:30 PM) Hours May Change Due to Operational Needs of Management Major Duties: Supervisory Responsibilities Functions as a full assistant to the Pipefitter (Landscape Irrigation) Supervisor with full authority to act on all matters for which the supervisor is responsible. Shares responsibility with the Pipefitter Supervisor for the work performed by subordinates in the section. Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. In the absence of the supervisor, prepares cost estimates from drawings, blueprints or site inspections for proposed or anticipated renovations, construction projects and alterations. Maintains computerized work orders, logbooks, material inventories, cost estimates, material take offs, inventory sheets, blueprints and drawings. Requisitions supplies, materials and tools. Plumbing and Pipefitting Maintenance and Repair Utilizes multiple handheld devices such as iPhone and handheld remote programmers to install, monitor, diagnose, repair and maintain multifaceted, diverse vendor products as required to sustain the operations of the U.S. Congress and preserve Historic collections. Serves as a journey-level pipefitter, inspects and troubleshoots piping system equipment and fixtures. Using specifications and plumbing codes, fixes and replaces pipes, fittings, water and storm drainage systems. Replaces exterior backflow preventors, water mains, irrigation supply lines, irrigation valves, controllers, moisture sensors, remote controlling devises and irrigation sprinkler heads. May use a variety of manual welding processes to weld all types of commonly used metals in various shapes, sizes and thicknesses. Assist in layout and design of new or renovated irrigation systems. Uses blueprints, layout sketches and specifications for correct sizing. Install, replace, repair, inspect and maintain AOC owned fire hydrants located throughout the campus. Performs annual fire hydrant inspections per DC WASA. Complete, upload and maintain required documents as required by DC WASA and AOC Office Of Code and Compliance. Utilizes a thorough knowledge of and complies with applicable safety OSHA and Office of Compliance safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training to ensure that all direct reports know how to use the required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE. Based on duties assigned, employees may require knowledge of hazardous (e.g. lead paint and solvents) and universal (e.g. lamps and batteries) waste management requirements to ensure compliance with environmental regulations in performance of duties (e.g. decide hazardous material is no longer needed and will be disposed, select containers for waste accumulation, add waste to containers, label containers, move waste to and from waste accumulation sites, manage waste accumulation sites. Supervisors will provide waste management guidance and answer questions concerning waste management. Requirements Conditions of Employment You must be a U.S. Citizen.
