Veterans Benefits Administration Procedures Analyst in Washington, District Of Columbia

Summary This position is in the VA Central Office Veteran Readiness & Employment (VR&E) Service. The VRC(Procedures Analyst) develops and revises material for procedural guidance to 56 Regional Offices and internal and external stakeholder. Responsibilities Reviews existing regulations, policy letters, directives, and manuals to comprehensively synthesize multiple sources of information into the revised VR&E manual. Responsible for developing and controlling regulations that translate laws and policy statements into the effective delivery of vocational rehabilitation and employment benefits to veterans and their dependents. Serves as the author of VR&E Service Knowledge Manual (M28C), technical assistance, and addresses and respond to field inquiries regarding established procedures and policies. Writes accurate, clear and ready-to use documents and emails, while adhering to accepted standards of formatting and style, spelling, grammar, punctuation, etc. Establish procedures on vocational and educational counseling to Veterans and their families who are eligible for VR&E Service program. Analyze and interprets court decisions and rehabilitation laws with Office of General Counsel regarding litigation issues involving rehabilitation policy. Conduct ongoing reviews of regulations ensuring the most effective delivery of Veterans Vocational Rehabilitation benefits. Review regulations to ensure that they result in the most effective delivery of vocational rehabilitation benefits. Tracks legislative changes; analyzes and reports on findings; develops VR&E Service views and cost analyses. Maintains accurate, up-to-date reference materials, project files, relevant background documents, policies, procedures, and written Instructions. Ensures compliance with established internal control procedures by examining policy, operating practices, and documentation. Serves as the Publications Control Officer for VR&E Service. Develop and prepare reports and maintains records of work accomplishments and administrative Information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor. Makes procedure decisions that affect VR&E Service employees in all 56 Regional Offices and VACO staff in determining eligibility of the program. Provides actionable data insights to stakeholders through dashboards and data visualizations which include ensuring efficient operation of reporting systems (e.g., eVA). Manages and coordinates assigned special projects and/or initiatives within VR&E Service, VBA Central Office (VBACO) and VA Central Office (VACO). Initiates, plans, and conducts management studies in such areas as, but not limited to, operational and organizational performance, and risk assessment activities. Develops national program(s) improving and strengthening services to participants in VR&E programs. Collaborate and participate in the evaluation and implementation of local and national procedure changes for the improvement of VR&E programs. Perform all other duties as assigned. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. Basic Requirements Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Would typically include, but are not limited to: Experience in current laws, regulations, policy, and procedural guidance that govern Veterans Benefits, Veterans Rehabilitation and Employment Services. Experience in applying legislative procedures. Experience oral and written communication with diverse audiences. Experience in providing authorities advice on procedural content to internal and external customers. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
