Blue Rose is seeking a Senior Business Systems Analyst to support our work with a federal client. This is a Hybrid role supporting our government client across the Washington, DC area and is open to U.S. Citizens only. 

Successful candidates are required to have an Active Secret Security Clearance. 

In this role you will:

  • Supporting requirements gathering with subject matter experts and leadership, to ensure alignment of policy implementations with strategic objectives and federal standards where applicable, and ensuring artifacts meet the business’s expectations. 

  • Supporting the alignment of the organizational technical requirements with the strategic goals and objectives in terms of its business processes, relationships, and business initiatives. 

  • Maintain high-level overview of the organization’s core processes as a framework for establishing the initiatives and metrics required for updating the IT Strategic Plan and creating subsequent Operational Plans.

  • Evaluate strategic inputs to ensure that requirements gathering, results, and briefings meet the intentions of the organization, and support the overarching strategic goals and objectives. 

  • Assist the Chief of Staff in annually operationalizing the Strategic Plan to convert established initiatives and metrics into yearly Operating Plans that can be executed over the course of the four-year increments from each strategic plan.

  • Identify subject matter experts and leverage their expertise to collect information, conduct analysis, and consolidate information for integration into updates for the Strategic and the Operating Plans.

  • Collaborate with the Chief of Staff to develop the Strategic Performance Metrics reporting that align to the initiatives and metrics established in the Operating Plans. 

  • Integrate the Operating Plan goals into the updated annual OCIO Kanban board using JIRA or other applicable tool that may be adopted in the future. 

  • Monitor division progress on the Kanban board in achieving the metrics from the Operational Plans and create Strategic Performance Metrics reporting on the Kanban board to track results. 

  • Support the Chief of Staff in coordinating division responses to monthly updates for Operating Plan goals and weekly (or as assigned) updates for action items.

  • Develop and maintain processes, guides, and means to support tracking, integration, and oversight of Operating and Strategic planning initiatives to improve the effectiveness and efficiency of operations to support project benefits and return on investment.

  • Utilize knowledge of the Government Performance and Results Modernization Act (GPRMA) to improve performance management for the ICE Strategic and Operating Plans.

  • Conduct analysis of existing and future IT policy practices within OCIO that support the achievement of IT Strategic Goals and Objectives. 

  • Maintain a log of all existing policy requirements.

  • Identify deficiencies in current IT policy management and work with applicable stakeholders to establish adequate IT policy management processes to address gaps. 

  • Develop transition plans to incorporate IT policy requirements into existing processes.

  • Conduct analysis of existing and future IT audit practices within OCIO that support the achievement of IT Strategic Goals and Objectives. 

  • Monitor major development programs within the department and understand implications for IT development.

  • Utilize project management best practices to support, as needed, the scheduling of focus meetings, working group sessions, execution of activities and assist in the organization, coordination, and execution to meet objectives of the contract.

  • Leverage relationships with the Chief of Staff, Division Leadership, and subject matter experts in the organization to identify current processes to recommend improvements. 

  • Communicate and report progress on all activities.

  • Track risk management to ensure projects stay on schedule.

REQUIREMENTS:

Candidates must have:

  • 7+ years of Business Analyst or Process Improvement experience

  • 3+ years of experience with business (functional and technical) requirements

  • Experience with technical projects in an Agile delivery environment

  • Excellent analytical, problem-solving, and critical thinking

  • Proven ability to pull a diverse group of individuals with different goals together and facilitate productive discussions

  • Excellent Communication skills (written & oral) and organization management abilities

  • Ability to be a good listener, and to understand customer issues

  • Ability to work independently on issues assigned

Education: 

  • Bachelor's Degree or Master's degree in a technical field such as Computer Science or Engineering

Salary:

  • $110,000 – $140,000, Depending on Experience
