Job Summary

This individual will provide best-fit architectural solutions for one or more projects around learning management, including technology consultation. This includes assisting in defining the scope and size of work, anchoring proof of concept developments, supporting opportunity identification and processes, and evangelizing the organization's brand. Must be hands-on in all work areas of technology, project management, mentoring, analysis, marketing, training, and instructional design.

  • Develops strategies for improving compliant learning programs and activities, including online, virtual, classroom-based, certifications, and curriculums

  • Develops project plans and schedules for various workstreams within the scope of the contract

  • Creatively applies extensive knowledge of adult learning theory and customer business processes to develop innovative solutions for learning, in alignment with the technology system architectures in place across the enterprise

  • Works with stakeholders to ensure learning and development needs are aligned with the client’s business needs, advising on all phases of the ADDIE process for learning solutions development and implementation

  • Provides technical counsel and support for DHS enterprise learning management systems, learning items, and activities development and implementation, database administration, and reporting

  • Provides LMS and operations counsel and support related to enterprise LMS capabilities, content functionality, troubleshooting, and administrative functions, working directly with division managers, LMS administrators, content owners and developers, operational components, IT security teams, and vendors

  • Develops, updates, and implements content development standards, guidelines, tools and templates

  • Creates and manages the development, update, and maintenance of marketing and communications for learning technology processes and events

Work Environment

This position operates in an office environment

Position Type/Expected Hours of WorkSome flexibility in hours is allowed, but the employee must maintain a regular work schedule that falls within the business hours of the DHS office (i.e., 0800 – 1700 ET) and must work 40 hours each week to maintain full-time status. Occasional evening and weekend work may be required as job duties demand.

Required Education, Experience, and Skills

  • Bachelor's degree in educational technology, instructional technology, instructional design, or comparable technical/educational discipline or equivalent experience

  • 6+ years’ experience a related field

  • Experience interfacing with clients and synthesizing their needs

  • Demonstrated experience working in a project team environment and ensuring personal deliverables meet the needs of other team members

  • Proven ability to think creatively in time-sensitive situations to ensure the delivery of high quality and innovative solutions

  • Experience in the simultaneous management of several projects

  • Proficient in using Microsoft Office Suite products

  • Experience with Learning Management Systems (LMSs), Learning Content Management Systems (LCMSs), or Talent Management Systems (TMSs)

  • Experience designing training for multiple delivery methods, including instructor-led, eLearning, simulation, and mobile learning

  • Experience with commercial off-the-shelf (COTS) authoring tools (e.g., Adobe Captivate, Adobe Animate, Articulate Storyline, Lectora, etc.)

  • Demonstrated experience with the ADDIE model

  • Experience with Section 508 compliance and the necessary considerations when designing learning solutions with those requirements

Preferred Education, Experience, and Skills

  • Master’s degree in Instructional Systems Design, Industrial/Organizational Psychology, Instructional Technology, or comparable technical/educational discipline.Additional Eligibility Qualifications
