Summary This position is located in the Travel Section, Accounting Operations Division, Financial Services Directorate, Chief Operating Officer. The position description number for this position is 431714. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work flexitime work schedule. This is a supervisory, non-bargaining unit position. Responsibilities The position serves as a Supervisory Senior Financial Management Specialist (Travel Officer) in the Accounting Operations Division in the Financial Services Directorate at the Library of Congress. The position serves under the general direction of the Accounting Operations Division Chief who reports to the Comptroller. The incumbent is responsible for managing the Library’s travel program. The Travel Office is responsible for approving all travel authorizations, travel vouchers, and local transportation vouchers, facilitating the issuance of official passports and visas, and processing of electronic country clearances for the Library. The Travel Office also ensures that travel is in compliance with Federal Travel Regulations and Library of Congress travel policies. The incumbent serves as the supervisor of the Travel Office staff to include financial management specialists performing travel authorization and expenditure work. The incumbent is responsible for providing oversight of system administration functions for the associated subsystems of the financial management system or external systems which support the program(s), and performance of operational tasks to ensure program goals are met. The incumbent is responsible for determining applicability and implementing travel program-related government-wide initiatives. The Travel Officer serves as the Library's senior expert and internal and external primary point of contact for the travel program. The work requires expert knowledge of and application of the Federal Travel Regulations and procedures and the ability to apply the knowledge to broad and difficult assignments. While performing daily duties, the incumbent is also responsible for ensuring proper handling and security of Library of Congress materials. The Supervisory Financial Management Specialist (Travel Officer) is responsible for managing the Library’s travel program. The incumbent defines objectives, interprets policy, and determines their effect on program needs. Independently plans, designs, and carries out the work to be done. Functions as the agency’s senior technical authority on travel and is knowledgeable of all Travel Office functions. Performs and/or or serves as back-up for approving functions, resolving issues and coordination of transaction posting. The position has wide latitude for exercise of independent judgment and decision making. Implements complex procedures for the program. Studies regulatory compliance, workflow, and other related considerations on a continuing basis. Provides authoritative advice on the interpretation of Federal Travel Regulations and impact of new legislation or program initiatives. Analyzes problems which are new or novel in nature and present the need to reconcile diverse needs and viewpoints, including those of the Library’s service units, in arriving at a final procedure. As senior agency expert, provides advisory, consultative, and technical services to agency officials at the highest levels on a broad range of travel-related matters. Provides expert interpretations of highly complex data, requirements, procedures, and regulations. Provides technical advice and assistance to officials of state, local, and other Federal government agencies or contractors on a wide variety of complex program management issues. Develops and maintains professional networks representing the Library as Travel Officer for purposes such as promoting information sharing, identifying the need for new programs or services, and soliciting input to the managed program. Provides authoritative guidance on the interpretation of Federal Travel Regulations or technical guidance, associated regulations and the impact of new legislation on the managed program. Facilitates processing of complex travel transactions. Oversees submission of program related documents such as passports, visas, country clearances and designation memos. Provides expert advice, counsel, and support to senior management officials and others on operational procedures, regulations, methods, and techniques. Supervises a group of employees performing work up to the GS-13 level. Supervises the performance of operational tasks required for efficient and successful management of the program. Provides administrative and technical supervision necessary for accomplishing unit responsibilities. Performs the administrative and human resource management functions relative to the staff supervised. Leads implementation efforts for new initiatives and increased automation. Leads planning and implementation efforts for increased automation or new system implementations/upgrades. Leads and oversees all phases of travel system development and implementation. Ensures that service unit officials are informed about automation changes and addresses their concerns. Performs other duties as assigned. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to supervise and lead a diverse workforce. * Ability to manage an agency's travel program. * Knowledge of Federal financial management regulations, laws, policies and procedures. * Ability to provide travel program liaison activities. * Knowledge of the Federal Travel Regulations. ** Ability to provide travel financial support.
