Library of Congress Supervisory Logistics Management Specialist in Washington, District Of Columbia

Summary This position is located in the Logistics Services Division, Integrated Support Services Directorate, Chief Operating Officer. The position description number for this position is 460336. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a supervisory, non-bargaining unit position. Responsibilities Supervises employees performing work at the GS-12 and WG-8 levels and below. Provides the administrative and technical oversight necessary for accomplishing the work of the Asset Control Team and Transportation Services Unit. Sets strategic goals and ensures alignment with organization objectives. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Implements advanced training programs and leads initiatives to improve staff performance and morale. Participates in the recruitment, hiring, and training of new staff members. Manages, coordinates, tracks, and controls personal fixed property and/or equipment within a designated management area or a specialized field of supply operations for a major inventory management program. Leads comprehensive asset management strategies and enhancements including maintaining accurate records of asset acquisition, identification, location, and disposition. Ensures that all fixed personal property and equipment items are properly accounted for according to laws, regulations, and policies. Develops controls and procedures to ensure proper record keeping and disposal. Coordinates the Library's fixed asset management tracking program by collaborating with Service and Support Team Asset Control Liaisons and LOC management officials on annual asset surveys, determination of excesses, and redistribution of equipment. Performs a quarterly Fixed Asset Reconciliation inventory with the Office of the Chief Financial Officer (OCFO). Works with the Service and Support Team Asset Control Liaisons and OCFO in developing a yearly, fixed assets inventory list for accountability and inventory reconciliation purposes. Directs strategic decisions for equipment disposal and reutilization programs. Assures that agency meets federal regulations and cost saving objectives. Engages in high-level negotiations with the General Services Administration (GSA) and other agencies, influencing policy and procurement strategies. Functions as the Contracting Officer’s Representative for disposal and reutilization contracts, overseeing major contract management efforts and ensuring vendor alignment with organizational goals and regulatory requirements. Duties include but are not limited to: collaborating with the Library's Contracts and Grants Directorate to develop Statements of Work and other technical proposals to negotiate new or revised contracts or subcontracts for programs, equipment and services; understanding of contract clauses based on laws and the policies and procedures contained in the Federal Acquisition Regulations. Communicates with assigned contractors; provides technical direction and guidance, monitors and evaluates contract performance using the Quality Assurance Surveillance Plan; ensures satisfactory and timely delivery within the financial constraint of the contract; reports any deficiencies in contract performance or other instances of noncompliance with contract terms and conditions to the Contracting Officer (KO). Reviews and certifies contractor's invoice; makes sure all government transactions are validated and approved; communicates with the KO on at least a monthly basis. Directs overall vehicle fleet management strategy and optimization, ensuring that vehicles are clean, safe, and operational. Performs analysis on vehicle usage data and implements advanced fleet management technologies and practices to reduce costs and adjust fleet composition to better meet the needs of the customer. Prepares annual budget for the vehicle fleet. Works closely with the General Services Administration (GSA), ISS Finance Team, and LOC Contracting Office on a variety of issues. Represents the Library in high-level GSA interactions and fleet management conferences, furthering innovation and improvements to the Library’s vehicle fleet management program.
