Responsibilities A GS-2181-12, SUPERVISORY MAINTENANCE TEST PILOT: Responsible to the AASF Commander for maintaining the Army aircraft assigned to the AASF in a high state of operational readiness for use in performing the AASF's operational and training missions. Receives from the AASF Commander the mission requirements for operational aircraft. Studies operational requirements and determines aircraft maintenance, repair parts and service required to accomplish AASF mission. Advises and makes appropriate recommendations to AASF Commander on capabilities and requirements of logistical support elements to meet current and projected workloads. Advises, briefs and represents the Commander on status of maintenance and a variety of maintenance related issues and operation of aircraft. Plans and assigns work to be accomplished by subordinates which are primary Wage Grade employees. Sets priorities and prepares schedules for completion of work. Makes assignments based on priorities, difficulty and the requirements of the assignment, and the capabilities of individual employees. Conducts employment interviews. Recommends employees for appointment, promotion or reassignment. Establishes performance standards. Monitors and evaluates employee performance. Assists employees in reaching performance goals. Informs subordinates of agency policies and programs. Hears complaints and grievances from employees. Resolves those which can be informally resolved, and/or makes recommendations for resolution to appropriate deciding official. Identifies developmental and training needs of employees and provides or obtains training. Approves and/or disapproves leave requests. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Woman's Program, Physically Handicapped, labor-management relations, and other similar special emphasis programs. Maintains an effective position management program. Assures position descriptions are accurate and positions are operating as intended. Performs maintenance operational checks (MOC) and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair, replacement or modification of components or aircraft systems. Performs general or limited test flights including test flights of aircraft when ground diagnostic tests cannot determine the safe and/or proper functioning of aircraft components or systems. Assignments may include instruction to and evaluation of maintenance test pilots. Reviews, analyzes and evaluates materiel status reports and the Army Maintenance Management System (TAMMS) forms and records as well as other available data to insure that maintenance accomplished at AASF is performed in accordance with established standards. Establishes local maintenance policies and procedures within guidelines from AASF Commander and higher headquarters. Reviews and evaluates the efficiency and effectiveness of AASF logistical support operations by comparison with established standards. Adjudicates disputes between subordinates on interpretation of technical information, specifications and maintenance procedures. Directs preparation of appropriate correspondence, reports, forms and records on aircraft maintenance. Conducts fact finding studies of maintenance costs on supported aircraft. Assists in the evaluation of performance and cost data. Provides information for preparation of the requirements and determines aircraft maintenance, repair parts and service required to accomplish AASF mission operating budget. Maintains close liaison with superior and lateral aircraft logistical support agencies to keep informed and to ensure that the maintenance effort conforms to current Army practices and applicable directives. May represent the AASF Commander in transactions with all levels of organization and authority on matters within assigned areas of responsibility and expertise. Other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS: Military Grades: CW2-CW4/O2-O4 Compatible Military Assignments: 153-series/15 Series -- Experience with UH-72A MTP - Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain MOS within 1 year of appointment action. - Participation in direct deposit is mandatory. - All soldiers, civilian employees, and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid Washington state and military driver's license. Must be able to obtain a Government Travel Card (GTC) and be able to attend all schools deemed necessary by the supervisor. - Males born after 31 December 1959 must be registered for Selective Service. - Must maintain membership in the WA Army National Guard for continued employment. - Must be able to obtain and maintain the appropriate security clearance of the position. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. - May occasionally be required to work other than normal duty hours; overtime may be required. - The duties and responsibilities of your job may significantly impact the environment. Qualifications GENERAL EXPERIENCE: An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher. SPECIALIZED EXPERIENCE: Must have 24 months experience in civilian aviation programs; or, in military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in Air National Guard Wing/ Operations Groups. Additionally, must have at least two years specialized competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Experienced in reviewing and analyzing mission tasking, intelligence, and weather information. Experienced in filing flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives. Education Education Requirements: High School Diploma or GED. Substitution of Education for Specialized Experience: Not Applicable. Additional Information The Dual Status technician must obtain and maintain all military certifications OR Federal Aviation Administration certificates; current aeronautical ratings, medical and flight physical requirements, and qualifications for aviation service, military skill requirements in training, education, certifications, and experience.Preferred: Graduate of the US Army UH-60L or UH60M Maintenance Test Pilot Course or able to successfully complete course with-in 12 months of hiring.*1. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, flight physical, medical profile, and completed/cleared drug test. *2. Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives; and, *3.
