Job Summary:

The Program Manager II leads the development and management of the organization’s programs throughout the product life cycle (Design, Introduction, Low Volume Production and Volume Production). This role ensures the final product meets specifications, timeline, quality, and budgetary constraints in support of customer expectations and RPO operating plans and goals. The Program Manager will be the key liaison with customers from PO placement to product delivery. This position provides strong leadership and excellent communication skills to the Business Development, Operations, Contracts and Finance Teams.

Summary of Essential Job Duties:

50% Customer/Communication:

  • Process all information to and from the customers, ensuring completeness and accuracy.

  • Develop clear communication methodology with customer through conference calls, written updates, 1-on-1s on a daily, weekly or monthly basis depending on customer needs.

  • Follow the course of all specification change activity to ensure implementation and appropriate cost change is communicated, captured and implemented.

  • Monitor and communicate progress against program goals with customer and project team

  • Identifies risks and opportunities to manage throughout product lifecycle.

  • Control scope creep and manage change, where possible anticipate problems that may occur and take early preventative action

  • Facilitate customer on-site visits and support Business Development customer visits, as needed.

  • Provide customer support outside of regular work hours, as needed.

  • Negotiate and secure follow on business

30% Design, Manufacture, Build:

  • Lead kick off activities, thoroughly understands specifications and requirements, establishes the estimates to support the statement of work.

  • Works closely with engineering and business development to define development, products and product life-cycle

  • Manage the RMA and corrective action process for assigned products ensuring lessons learned, process updates and closeout are completed.

  • Gain cooperation of others and effectively facilitate cross-functional meetings and discussions, proactively identify issues and drive solutions to quickly address program challenges.

  • Ensure creation of MOMs and monitor the manufacture and release of products including timing and quantities

  • Review product design to ensure compliance; evaluates and approves design, specification, bill of materials and drawing changes by overseeing the ECO and document release processes

20% Reporting/ Senior Leadership Communication:

  • Monitor and approve financial decisions for assigned programs

  • Provide concise and accurate assessments on program status and financial health

  • Ability to address program alignment with RPO business goals

  • Explain program history including the design, operations and delivery decisions that were made

Other

  • Understand the basics of optical design and manufacturing

  • Assist with ROMs and quoting as needed in order to support sales goals and objectives.

  • Administer a broad range of documentation and tasks including scheduling and maintaining meeting calendars, publish minutes, assign & track completion of follow up items as needed to execute project scope on time

  • Create and maintain the project timelines, project folders, and any other required reports in order to ensure a successful completion of all assigned projects across relevant functions and smooth transitions through project stages.

Requirements and Competencies:

Language Skills:

  • Ability to read, analyze and interpret complex documents. Ability to communicate effectively to team members and management.

Mathematical Skills:

  • Ability to apply basic mathematical concepts.

Educational Requirements:

  • Bachelor’s degree in engineering, business or technical field required, or related work experience of 3-5 years of defense or commercial program management.

Work Requirements:

Environment & Physical Demands:

  • Professional office environment with routine use of standard office equipment such as computers, phones, copiers, filing cabinets and fax machine; noise level typical of a standard office environment

  • Prolonged sitting, computer and telephone use, as well as standing, filing, bending, reaching and lifting and carrying up to 15 pounds

  • Occasional exposure to manufacturing plant floor requiring the use of personal protective equipment (ear plugs, safety glasses, etc.)
