Summary This position is telework eligible and must currently reside within 50 miles of the Westchester/Hines area. Relocation Incentives is not authorized. Responsibilities This position serves in the Payroll Section as a Civilian Payroll Technician and performs a full range of payroll duties under a centrally Processed Automated Payroll System (PAID), e-payroll services through the Defense Finance and Accounting Service (DFAS) and is responsible for the accuracy of the pay and leave accounts for the VA Medical Center employees. This position is aligned under the VISN 12 Great Lakes Fiscal Service (GLFS) and located at 2245 Enterprise Drive, Suite 4514, Westchester, IL 60154. Duties include, but may not be limited to the following: Performs the full range of payroll duties and is responsible for the accuracy and timeliness of the pay and leave accounts for VA Medical Center employees. Performs clerical and technician work that results in the biweekly or monthly determination of pay for civilian pay employees. Examines personnel actions, pay changes and employee requests and makes appropriate changes to master records. Responsible for providing initial and periodic refresher training to employees who have been assigned timekeeping duties. Provides technical assistance on pay and leave matters to unit timekeepers, supervisors, other management and employees. Prepares and submits transmittals of enrollments and changes for the Federal Employee Health Benefit Program to the appropriate carrier. Audits each coded Request for Personnel Action to ensure proper application of pay administration rules and regulations relating to appointments, promotions, pay adjustments, reassignments, awards, separation, voluntary allotments, etc. Reviews authorization documents and codes the appropriate data for input to properly update each employee's master record. Processes complex pay adjustments that may involve transfers between pay systems with different pay, leave and benefit entitlements and may be retroactive. Actively participates in the agency debt collection program as it pertains to the recovery of over payments of salary, veteran's benefits, Canteen allotments, and other debts due to the US Government. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement,10/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position at the GS-6 level, you must meet the following: Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-5 in Federal Service that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes, but is not limited to: Maintenance of confidentiality of patient/employee information; Experience working with automated systems including payroll systems; Knowledge of pay cycles to maintain employee pay and leave records; Knowledge of payroll codes, forms, and coding procedures; Knowledge of pay rules and regulations relating to time and leave and/or special pay; and Communication and interpersonal skills to courteously relate to internal and external customers.
