Indian Health Service Public Health Advisor in Whiteriver, Arizona

Summary This position is located in the Public Health Nursing Branch of the Department of Preventative Medicine, Whiteriver Service Unit. The Public Health Advisor serves as the principal representative for a well-defined and established sexually transmitted disease (STD) program of moderate complexity. Provides substantive program advice and assistance and is responsible for carrying out significant program activities in Tribal and state settings with relative independence. Provides substantive program consultation, guidance, and assistance and is responsible for carrying out and promoting significant public health program activities in tribal and state settings with relative independence. Establishes and maintains an integrated system of information gathering and reporting devices and analyzes the data and assesses the program needs in terms of strategies, services, and resources. Plans and administers a public health program, including, but not limited to, service delivery, assessment, surveillance, quality assurance, partnerships and collaborations, outreach, orientation, training, reporting, and program implementation and evaluation. Advises officials on all aspects of program operations. Performs data collection and compilation in accordance with program objectives and requirements. Able to disseminate data clearly and concisely to varied audiences. This position is being announced concurrently under Delegated Examining Plan (DE) procedures. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Individual Occupational Requirements, GS-0685 Major study -- public health or other field of study with course work directly related to the work of the position to be filled. OR Specialized Experience Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. Examples of qualifying specialized experience include: Public Health Advisor positions -- providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities. Public Health Analyst positions -- conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs. MINIMUM QUALIFICATIONS, GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Assist in conducting studies and performing analytical work related to the planning, administration, managing, and delivery of public health programs; administer processes and techniques to develop and deliver health related programs in state or local settings; gather and convey information, prepare reports and make oral presentations. OR Completed a master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, with a major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.B. or J.D., if related. OR Combination of the specialized experience and education described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. (Note: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts. MINIMUM QUALIFICATIONS, GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Provide technical advice and assistance with responsibility to carry out program activities; conduct studies and perform other analytical work related to the planning, development, organization, administration, evaluation in delivery of public health programs; perform data analytic process based on collected data, databases and systems to forecast and track prospective business and marketing opportunity initiatives; apply concepts and practices that apply to public or private agencies or organizations in public health or other health related activities. OR Completed a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, with a major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.M., if related. OR Combination of the specialized experience and education described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18.
