Why does this position exist? With what permanent objectives?

BASF has been a committed partner to Greater China since 1885, with large production sites in Shanghai, Nanjing, and Chongqing. Currently with an investment of up to US$10 billion, the new integrated site in Guangdong will be BASF’s largest investment and ultimately BASF’s third-largest site worldwide, operated under sole responsibility of BASF. BASF will install a steam cracker with a planned capacity of 1 million metric tons/year of ethylene and more than 40 process plants, which produce innovative and consumer-oriented downstream products. Providing supply chain service is vital for the success of the new Verbund site.

Achieving advanced AEO status and compliant processing trade management are both important for the success of the new Verbund site. Advanced AEO status is the VIP passport issued by Customs and is well recognized all over the members of World Customs Organization. Based on the requirements of OD, Verbund site, and customer, processing trade management should be performed effectively and efficiently in a compliant manner.

The key objectives of this position are-- establishing comprehensive understanding of AEO certification, preparation and audit; providing guidance and effective solutions for processing trade business; ensuring an efficient and smooth handbook operation and maintaining the trust and a good reputation with Zhanjiang Customs. Especially, compliance, customs regulations and EHS policies shall be strictly followed.

Main Job Responsibility

• Build up and maintain a solid and smooth working relationship with ZJ Customs, local authorities, and stakeholders.

• Complete on-board and on-job training, support for the training on AEO and processing trade, and develop the training concept design, matrix, and materials.

AEO responsibility

• In charge of BIG AEO certification assessment, preparation, coordination, audit, and continuous improvements.

• Facilitate AEO risk assessment & audit, and support AEO audit-proof documentation.

• Drive internal post clearance audit & mitigation/correction countermeasures.

• Support Customs manager to establish the internal AEO management and improvement procedure.

Handbook operation responsibility

• Work together with ODs to explore and verify their processing trade feasibility.

• Get alignment with local customs for processing trade business on the processes and develop handbook operation manual and procedure for BIG.

• Centrally coordinate BIG bonded processing trade operations, E-handbook Customs registration and handbook setup.

• Perform the regular inventory reconciliation to ensure the bonded inventory are consistent with customs records.

• Reconcile UCR consumption records for handbook and Customs declaration.

• Support internal and external Customs Compliance audits to meet all related requirements.

• Continuously foster process optimization and efficiency in processing trade business and share best practice. Support the smart trade automation tools and solutions in sourcing, design and implement in relevant to processing trade.

EHSQ responsibility

• Responsible for safe behavior in accordance with company and unit specific EHSQ objectives, policy, procedures and work instructions.

• Actively participate in company EHS training plan

• Support and monitor TDS requirement conformance by suppliers (transport and distribution management task related colleagues)

 College degree or above in international trade, logistics, supply chain or related discipline

 5+ years’ experience in import & export/logistics area and E-handbook/bonded management; Experienced in customs communication and relationship maintenance;

 AEO certification & audit experience preferred; Working experience in chemical industry preferred

 Good capability in written and verbal English and Mandarin;

 Skillful in the software of excel, word, and PowerPoint;

 Good communication skills and problem-solving ability

 Experience in SAP operation preferred
